These valves completely shut off all water to an entire building and should only be used when absolutely necessary.  Individual units have their own water shut-off valves (located in the utility closet above the water heater) and should be used to shut off water to a specific unit.
 
Shutting off the water to an entire building will minimize significant damage to individual units and common areas, if a major pipe failure or sewer backup occurs and the unit co-owner cannot be reached.
